BREEAM & Active Travel Compliance Guide for Cycle Parking
Cycle parking is one of the most achievable credits in a BREEAM Transport assessment, but only if the storage provided meets specific, checkable criteria around location, security, weather protection and spacing. Get the layout wrong at planning stage and it can mean a lost credit, or a costly retrofit once the assessor visits site.
This guide is for architects, planning consultants, BREEAM assessors and estates teams who need the technical detail behind the requirement: what BREEAM's Transport credits actually ask for, how the figures in LTN 1/20 translate into a compliant layout, and what evidence to have ready for assessment. BREEAM Transport Credits Explained (Tra 02 / Tra 03)
BREEAM's Transport section rewards developments that make cycling a genuinely viable option for building users, and cycle storage sits at the centre of that. Broadly, assessors are looking for two things: is there enough secure cycle storage for the number of building occupants, and does that storage meet a minimum standard of security, weather protection and accessibility.
Credits are awarded on a sliding scale tied to the proportion of building users provided with cycle storage; the more comprehensive the provision, the more credits available, up to the maximum for that credit area. A separate allowance typically applies for visitor cycle parking, assessed against visitor numbers rather than staff/occupant numbers. End-of-trip facilities (showers, lockers, drying space) are assessed as a related but distinct requirement, and can affect whether the maximum available credits are achieved even where storage provision itself is sufficient.


Calculating the Right Number of Spaces
BREEAM doesn't apply a single universal ratio across all buildings, minimum provision is calculated dynamically based on building use class and total occupancy. Common baselines are:

For large developments where a strict 1:10 ratio would produce an impractical number of spaces, BREEAM permits a sliding scale or capped upper limit, but this is subject to an approved Travel Plan, so it needs to be agreed with the assessor rather than assumed.


Meeting the Technical Criteria
Beyond the headline "enough spaces for enough people" requirement, BREEAM assessors check cycle storage against a set of practical criteria. These are the areas that most commonly catch specifiers out:
Location — distance to entrance. Storage should be sited close to the building's main entrance, generally within around 100m, with closer provision (around 50m) favoured where possible. On larger campus sites with multiple buildings, storage is usually assessed against the entrance it's realistically serving rather than a single site-wide measurement, worth clarifying with your assessor early if your site has this layout.
Cover and permanence. Storage needs to be a permanent, weatherproof structure, overhead canopy coverage fixed to a ground-anchored base, not a temporary or freestanding solution. This protects both the cycles and the security fixings from weather degradation over the building's life.
Security and locking. Racks need to allow both the frame and at least one wheel to be locked, which is why Sheffield-type cycle stands are the default specification for BREEAM-relevant projects, they support this without relying on the cyclist's own lock technique.
Lighting. Cycle storage areas need adequate lighting for safe, secure access outside daylight hours, which typically ties into the wider building lighting/visual comfort assessment rather than being scored as a standalone item. Timed or daylight-linked controls are worth considering both for compliance and for reducing unnecessary energy use.
Surveillance and prominence. Storage sited within view of an occupied part of the building, a manned entrance, or a well-used access route is favoured over storage tucked away in an unobserved corner, this is assessed as a deterrent to theft as much as a physical security measure.
New Builds vs. Refurbishments
The rules above apply differently depending on what's being delivered:
New builds
Must meet 100% of the spatial, proximity (within 50–100m of the main entrance) and structural criteria, there's no flexibility built in for new-build projects.
Refurbishments and fit-outs (BREEAM RFO)
Allow the assessor some flexibility where physical site constraints prevent full compliance. Approved alternatives can include converting existing basement plant space, using shared campus facilities, or relaxing the 50m proximity rule where the site layout genuinely makes it unachievable. This flexibility isn't automatic, early dialogue with the assessor is essential to agree an approach before it's designed in
LTN 1/20 Spacing & Clearances for Compliant Layouts
Meeting BREEAM's storage-provision credit is only half the task, the layout also needs to satisfy Active Travel England's LTN 1/20 guidance on cycle infrastructure design, which governs the physical dimensions of a compliant cycle parking layout.

For cargo bikes and adapted cycles, requiring inclusive cycle parking, standard stand spacing generally isn't sufficient. These need a dedicated area with a wider footprint and clearer turning circle, positioned so they don't obstruct the wheeling aisle for standard cycles.
End-of-Trip Facilities: The Part Projects Miss
Compliant racks alone won't secure full Tra 03 credits. BREEAM assesses cyclist infrastructure holistically, and cycle storage needs to be paired with:
- Showers. A minimum ratio must be met, typically around 1 shower per 10–15 cycle spaces, with appropriate privacy provision and gender-neutral management.
- Changing rooms. Adequate, private changing space located close to both the showers and the cycle storage itself.
- Lockers. Secure, clothes-sized lockers for every cycle space, kept separate from standard office lockers so damp kit can be stored and dried without affecting other users' belongings.
This is consistently the part projects miss. It's common for a scheme to hit its rack numbers comfortably and still fall short on end-of-trip provision, because it's specified later in the process and treated as a facilities afterthought rather than part of the same credit. It's worth reviewing shower, changing and locker provision at the same stage as the cycle space capacity calculation, not after.
Evidencing Compliance for Your BREEAM Assessor
A quick working checklist for what to have ready at assessment:
- Site plan showing cycle storage location and measured distance to main entrance(s)
- Occupancy-based space calculation, showing the ratio applied and how it was derived
- For refurbishment/fit-out projects: confirmation of assessor-agreed approach where full compliance isn't achievable
- Product specification confirming stand type supports frame-and-wheel locking
- Confirmation of permanent, weatherproof structure (drawings or manufacturer spec)
- Lighting layout or specification for the storage area
- Layout drawing showing aisle widths and stand spacing against LTN 1/20 figures
- Provision for non-standard/cargo cycles, clearly marked on layout
- Shower ratio calculation against total cycle spaces
- Changing room location and capacity relative to showers and storage
- Locker provision — confirmed separate from standard office lockers
Having this evidence assembled ahead of the assessor's visit is generally what separates a smooth sign-off from a follow-up request, most of it exists already in specification and layout drawings, it's just a matter of having it collated in one place.
